Shinsei is invited to the High House of Light by Mirumoto and Agasha.

The travelling wiseman known as Shinsei is invited to the High House of Light by Agasha and Mirumoto.    They explain to him that Togashi has not eaten or rested for days, as he has been stubbornly meditating, claiming he needs to understand the world perfectly in order to best guide it and its people to true harmony. During these days, first Togashi's disciples had approached him to offer food and drink, but to no use. Agasha and Mirumoto took their places and pleaded with their lord to take some nourishment and rest, but nothing they said or did could move the Dragon Emperor.   With this knowledge, Shinsei observed Togashi that first day, but did not intervene. It would not be some days later, when Togashi was so famished that he appeared to be near death, that Shinsei moved to him.    Togashi told him he would not move until he could understand and Shinsei sat alongside him, and said, 'Neither will I.' As Shinsei sat down beside Togashi, so too did Agasha and Mirumoto, joining in silence to wait for an answer - an understanding. A smile slowly dawned on the divine Emperor as he realised realized the task of seeking understanding of the world and the Empire could not be found in that way. He began to eat, and Shinsei followed. While Togashi was starving himself, he was also starving those he promised to protect, and the Empire he had to lead; a very selfish act in Shinsei's eyes. By sitting down next to him and saying, "Neither will I," Shinsei showed Togashi the consequences of his actions.     Word of the wise Shinsei visiting the Dragon Emperor spreads, and many now begin to listen in earnest to his teachings. Mirumoto and Agasha declare that Shinsei is under Imperial protection and to cause him harm is to draw not only their wrath but that of the Dragon Emperor as well.
