Not everyone welcomes the arrival of the Kami...


A significant number voice their discontent with the arrival of the Kami and their imposed presence on humans, claiming that the Kami don't understand humans and are only here to enslave them rather than to improve lives as they claim. In particular they seem frightened by the Emperor.
 
Not long after the Emperor has withdrawn to the northern mountains with his closest followers, these dissidents band together and follow after him, intent on slaying the Emperor calling himself a God. The Emperor descends from the high mountain-peaks personally to meet them, and for a moment the group is cowed in his presence as he speaks - saying to them that this is the only path forward for humanity, and that they must make the choice to either accept the peace and harmony offered by heaven, or choose to stand against it. Some waver and change their mind, but the bloodlust of the most outspoken ones stir the others to action as they pick up their weapons to attack the Emperor.

What no one expected was for the Emperor to reveal his true form as a massive dragon, covered in scales of gold, emerald, and pink. In his majestic presence, there was no blood shed, and those who wavered now kowtowed to the Dragon Emperor - acknowledging the power and divinity of the Dragon. But those who still had hatred and bloodlust in their heart fled into the mountains, vowing that they would one day destroy the monster and free humanity. In return, Emperor Togashi vowed that he would forever guard the north against them.

In Rokugan, they are known as the Yobanjin - The Barbarous Others. The Yobanjin of course reject such a name, calling themselves the Free People.
