North American United High Speed Rail

"I wish this kind of transportation-centered investment was possible before the United States had become fractured, but this is still a great achievement."
— Jamal Harris, witness to coronation of Chicago NAUHSR station, June 2042.

Structure

This is a NAFTA originated project that is coordinated by three division: The Canadian, Mexican and United States branches of the NAUSR organization. Each country has autonomy on their stations, rail repairs and service times within borders. When it comes to certain improvements, safety standards, security measures and other broad decisions affecting the whole transportation system, a board of selected representatives from each country convene to vote on these decisions.

History

In a push to fight the horrendous environmental changes due to climate change, in 2028 the President of the United States proposed a continental upgrade to all transportation infrastructure in order to lessen dependence on fossil fuels and increase the technology of said infrastructure. Soon after, the President reached out to the President of Mexico and the Prime Minister of Canada to coordinate an effort across the three countries.
Within two years, the United States lead the charge on forming the organization known as the North American High Speed Rail. As upgrades to certain cities were planned and plotted, the United States very pointedly left out corporate nations in any of the discussions, and may times would cut off road access to certain corporate nations in order to hinder them as they chose roads. Leadership from Mexico and Canada followed the U.S.'s lead.
Through additions to the Green New Deal and some unfortunate uses of eminent domain, the project achieved it's first completed line of transportation on the West Coast of the continent on 2035. From there, the project branched out. Canada and Mexico were able to complete their originally planned rail line upgrades within a decade with much fanfare. However, due to many changes when it came to ownership of land by the United States, there was a lot of rebuilding of tracks and more reclamation of previously private land. The administration was able to successfully sell this as the fault of corporate greed to U.S. citizens, and any large backlash from communities was short lived. With much fanfare, the project across all three countries was completed in 2052.
The last remaining complaint against the project, the supposed sink of money from government coffers, was moot as of 2065, when ticket sales offset the total original cost. With self driving cars becoming the standard of short trips and the acquisition of lands by corporate nations complicating the accessibility of some airports, the NAUHSR became the go-to way to travel across North America. Corporate nations even were willing to pay the astounding up-charge to secure their own rail cars, and this up-charge is applauded as what ended up saving the rail early in its development.
Since then, there are certain cycles as to when the board will discuss upgrades, funding allocations, and expansions or decommissions of certain lines. For a century, the whole program has run relatively smoothly.
