Docean Citizen Rings

Docean uses a series of arches to portal around the city and has a highly dense population of magical users. However not all citizens can use magic, so the government devised a simple magical devise to allow the "ungifted" to function with their fellow citizens: a magical ring.
The ring allows the typical laymen the user to cast Mage Hand, Presdigitation, Dancing Lights, and Read Magic for their day to day uses (unlimited). More advance rings are made to help specific profesions or uses. Ungifted Nobles typically have about four, one basic and three more advanced to appear more gifted then they typical laymen.
Over the years this once stigmatized ring has become more common place as the mages also found it useful to free up certain spell slots. Now almost every naturally born citizen is given the magical ring as they come of age. Most feature a symbol of their house or a marking to interact with the banks.
