High Imperial Court

The High Imperial Court is an elective body formed to choose a new Sovereign when the current Sovereign either dies or abdicates their position as "first amongst equals" and de facto leader of the Wyneil Empire.

Structure

The High Imperial Court is the collective name given to the three bodies that make up the   The Council of Electors is made up of the representatives of powerful houses throughout the empire, and has no nobility requirement to be appointed to. Traditionally, this body is made of Dukes and Counts, and the division between those that can trace their family lines to a royal line as cadet families (Dukes) and those that cannot (Counts) has led to the terms "Noble Elector" and "Petty Elector." While the role of Elector is considered hereditary, an Elector must be approved by the Prince of their region and affirmed in their role, and in some cases a family member seen to be more suitable will be appointed as the representative Elector. The Council of Electors currently has 913 members, each with one vote, but traditionally the votes of the Electors tend to mirror the Assemblage of Princes. The Provinces of Hylimunde, Shieldmarch, and Onera have no Electors.   The Assemblage of Princes was originally made up of the Princes/Princesses of each of the empire's major principalities - Norgarden , Southgarden, Riverlands, and the Haisan Region but has expanded to include the rulers of the Grand Duchy of Framland, Grand Duchy of Sylvale and Grand Duchy of Black Hills. Each member of the Assemblage of Princes has a number of votes equal to the number of provinces within their state, for a total of 150 votes. The Provinces of Hylimunde, Shieldmarch, and Onera have no elector-princes.  
  • Haisan Golden State: Four Votes.
  • Grand Duchy of Black Hills: Seven Votes.
  • Grandy Duchy of Framland: Nine Votes.
  • State of Norgarden: Fourteen Votes.
  • State of Riverlands: Fourty-Two Votes.
  • State of Southgarden: Twenty Votes.
  • Grand Duchy of Sylvale: Twelve Votes.
  • State of Weinlands: Fourty-Two Votes.
  The House of Worshipful Deans was originally made up of ecclesiastical representatives of the Parishes and Cantons scattered throughout the empire but has expanded to include the 34 prefectures and provinces managed by High Magistrates, collectively bringing together 47 votes. In many cases, Electors are often appointed to be the representative of a Parish or Canton in the House of Worshipful Deans, effectively increasing their voting power.
