Description:

Rao is one of the 3 founding deities of the Brass realms.
Rao is the ruler of Mount Celestia. He is the embodiment of the highest ideal, the true condensed essence of good in the multiverse and is in constant and eternal conflict with Asmodeus. Together with Primus he maintains law and upholds justice in the realms.

Rao's nature as the embodiment of the highest ideal is hard to understand to a mortal mind. His goals and ambitions are equally nebulous, from a human perspective. He is truly and utterly good, with the only flaw possible to be attributed to him being that he is not omnipotent.

Angels and Arch-Angels
Rao is the creator of all Angels. Like most greater deities, Rao never personally interacts with the mortal world. Primarily he interacts with the mortal world through his Arch-angels.
Angels are creatures of goodness, but are also very judgemental. They thus do not mingle very well with humans. Angles have inhumanly high standards, and humans look like wretched vermin when compared to the glory of the heavens.

Followers:

Rao is thought of by his followers as made of two aspects, often visualized in the right hand, which represents justice and punishment, and the left hand, which represents Mercy and forgiveness.
Rao is also often depicted as a blindfolded woman with a sword in her right hand and a set of scales in her left hand. Alternatively He is depicted as a light in the clouds or as a mountain with a clouded top.

Moderates
Moderate priests of Rao life quiet lives of supporting their communities. They often work in various clinics or as the priests of minor village communities. Their goal is not to change the world but to help a small group of people be the best version of themselves they can be. They have a tendency of giving endless second chances to people if only they ask for it, and they will often try to shield people from the law and their own mistakes if they show remorse.

Puritans
The puritan clergy of Rao have made it their mission to be justiciars and lawmakers. They often get involved with law-enforcemt and very often the judicial system is under the purview of the clergy of Rao. Other puritans make it their business to keep society 'clean', taking vengeance where the law is inadequate. These punishers of the wicked often become outlaws themselves though they stop evildoers one way or another.

Clerical mandates:

Mandate of Poverty
No unnecessary riches. No houses, no jewelry, no gold or gems unless it is to venerate the gods. if money is necessary to achieve a greater purpose, so be it, but never is material wealth the goal.
Mandate of Love
Clerics of Rao are allowed to marry and to have children. They are obligated to be faithful to their partners and to love and protect their children, and if unmarried, reject the pleasures of the flesh.
Mandate of Honor
Clerics are expected to behave themselves with honor. To keep their promises, to accept surrender from their enemies, to stand for the values of their god, until death if necessary.
Mandate of Purity and Improvement
Agents of Rao are those on the climb towards the celestial mountain. They must pursue self-improvement at all times, in all places. They must pursue the four cardinal virtues of 'Prudence', 'Justice', 'Fortitude' and 'Temperance' to become better versions of themselves. Selfishness, fear and mortal vices all disappear in the glory of the celestial journey.
Mandate of self-sacrifice and devotion
Clerics of Rao must love their neighbors as they love themselves. They must use minimal force wherever possible and must always give a second chance to those that show regret or plead for mercy. They are commanded to be pillars of the community, to help wherever they can, to brighten other's day and help shoulder their burdens.

Appearance:

As a greater deity, Rao never shows himself. He is only ever described by his envoys or seen in dreams by his followers.
