The Court Ward

North Eastern quadrant of the first tier of Mount Mouraine city. 
This quadrant of the city is named such because it is home to the tier's Contract Court and Pillar, as well as the majority of government, mercantile, and guard/militia offices. 
Most of the housing in the area is used by people working in these fields. Many of the stores, shops, and warehouses are tied to these fields as well. 
The first major landmark of the Court Ward is the guard Citadel in the center. A large stone fortress built as a spiraling tower surrounded by a rough stone wall. The Citadel was the first defensive structure built to defend the original Mouraine settlement before being converted into a guard barracks and office once the city grew. 
The Citadel is surrounded by a large open area, which is ringed by many government and contract related buildings. The Citadel Circle contains a large number of forums, patios, and sitting areas independent and connected to the surrounding structures. These serve as meeting areas for business and government.
