Sapils of Mishru
The Sapils on Mishru and select Sildor colonies are a political division roughly equivalent to a "house" or a "tribe", though the term isn't so easily translated. Sapils essentially act like nations without territory, and the vast majority of Sildors and Mishru residents are members of a Sapil. Membership is generally based on family, though one may abandon their Sapil and join a new one. Members often pay a form of membership tax once they reach adulthood, which the leadership is expected to use to pay for important services for its members. The Sapils also give some of their income to the Technocratic Union of Mishru, which uses the money, among other things, to ensure care is given to those who are not members of a Sapil.
While Sapils do not hold any true territory, they are the direct descendants of the post-Fall nations that once dominated Mishru, and their headquarters are still based in their former capital cities. Due to this geographic diversity, the Sapils are each given proportional representation in the MTU's parliament, the Rukshan.
