Guardian Angels
Terran Homestar Intelligence's job is to solve problems before they happen. Most of their work goes entirely unnoticed, both by nature and by design. Rising terrorist cells find themselves blown out an airlock or tightening a nylon-core necktie, or simply find intimate knowledge of their activities finding its way into the hands of their rivals. THI gives citizens a lot of confidence in their security.
Devils With a Mission
THI has a mostly fair reputation for ruthlessness. They utilize four weapons: Knowledge, Uncertainty, Fear, and Certainty.
Knowledge: THI maintains a database on all citizens and civilians, algorithmically aligned into categories. The categories are arranged along a spectrum like light, with "Ultraviolet" representing model citizens that must be protected and "Infrared" representing threats that must be eliminated. Additionally, there are rumors that they've found a way to hack into
Quantix Comms, though engineers and academics insist that this is entirely impossible.
Uncertainty: THI cultivates an 'enemies never know' atmosphere. They offer large bounties for information, embed deep-cover agents, and even utilize
Mindrippers and edited
Ghost Mind Emulation overwrites so that conspirators can never be fully certain whether their conspirator has been subverted. They never reveal their intelligence sources and if they have to choose between revealing that information during a trial and making a suspect disappear, then it's fairly rare for anyone to find the body.
Fear: THI employs all sorts of agents, but the agents with which they're most closely associated are the
Erelim. Erelim blend seamlessly into an innocuous life, collecting intelligence passively until they're acrtivated. Their signature white bioplas masks are so often the last thing that a terrorist or mafioso sees that they've developed a mythology among the underworld, which is exactly the
effect that THI is going for.
Certainty: The true guiding star behind the THI's sense of 'justice' is that if their intervention and prevention efforts aren't a certainty, their vengeance after the fact are. Their vengeance doesn't end at the frontier, either. Agents have been known to infiltrate alien societies to get at transgressors from among the
Kheezer,
Reticulan, and Drakonians.
Priorities
THI's official unofficial mission is to protect the PSC, the Terrans, the Mutants, class 4 civilians, and alien refugees in that order. Their founder viewed Terrans as the 'original' humans and every other planetary ethnicity as a mutation; valuable, perhaps, understandable, certainly people, but just not fully human. They protect government officials, the law-abiding citizens, and then civilians, also in that order. They strive to make every action count maximally, and to act decisively against threats to their charge.
Winning With 4
Their unofficial motto is "Victoria Cum Quattuor Glandibus Plumbatis," popularly shortened to "VCQ", and translated to "Winning With Four Bullets" or "Winning With 4," which is part of the meme that as an intelligence agency, THI wins wars with only four bullets.
