An Emergency Government for a Long Term Emergency
The
Carimon Emergency Provisional Stratocracy (CEPS) has been the governing authority on
Carimon for over 140 years, established in the aftermath of the assassination of the previous colonial government by a Zhraki mech squad. Initially intended as a temporary measure to ensure security, CEPS has evolved into a permanent stratocratic government driven by a singular mission: to end the threat of the
Zhrak. With the
Zhrak invading every 7.8 years, the citizens of
Carimon have never felt secure, and CEPS has shifted its focus from simple protection to proactive defense and aggression. Despite efforts to develop superweapons, raise armies, and deploy advanced defenses, the
Zhrak remain a relentless foe, and CEPS leaders believe that the next invasion may be the decisive one.
Stratocracy
As a stratocracy, CEPS is centered around military service, with retired veterans comprising the civilian leadership. Only active and retired military personnel are granted the right to vote and own property, emphasizing the importance of military experience in governance. A mandatory draft is instituted once a generation to bolster the defenses against the periodic Zhraki invasions. The government is led by the Supreme Commander, who appoints generals to manage various sectors of society. Every government agency has a military function, reflecting the all-encompassing nature of the
Zhrak threat. This integration of military and civilian life has created a siege mentality among
Carimon's citizens.
Five Strings to Doomsday
The CEPS has implemented a unique social organization to prioritize defense and mobilization. Civilians are grouped into "strings" based on their potential for military service. First-string individuals are wounded veterans, followed by second-string retired veterans, third-string elderly citizens, fourth-string women, and fifth-string children. This hierarchical system determines the order in which individuals would be called to battle in the event of an invasion. This stringent organization underscores the gravity of
Carimon's situation and the constant threat posed by the
Zhrak. The CEPS's governance structure has become synonymous with survival, as every aspect of
Carimon's society is geared toward defending against the inevitable next invasion.
