In the story...

One of the individuals invited by Lord Kestrel to his estate to discuss the assassination of the High King. Invited along Kaine Shadowhand to act as her bodyguard and companion. 
She discussed the plight of the Well with Owain, and was sympathetic to the problems he discussed. Revealed that she was an exile from the Eastern Forests, but she understands the pain that the Calix elves went through and bears them no ill-will.
Was challenged by Lucatiel for appearing to be too weak to contribute to the plot, but was defended by Owain, Eldoth and others. She considers the people of Deverenia to be her new family, and said she is willing to sacrifice everything to help them.

History

Kirtania revealed that she was a Ranger Captain that served in the Great Elven War. She acknowledged that her own family in House Synderi were the aggressors, but dutifully carried out her orders. When House Synderi and House Rowan were defeated, their houses were dissolved and their leaders summarily executed. Kirtania herself was exiled and made Deverenia her home.
Appears to have some sort of hold in terms of debt or favor over Kaine Shadowhand, who accompanied her to Kestrel's estate.
