Prime Spire

Prime Spire is the central space for Serunen, the seat of government, and one of the oldest buildings of the dome. It's also the tallest one, stretching out of the central dome to form a spike, with the upper outer walls sticking out of the protective shell.
As such it's one of the better-kept buildings, and one of the ones constantly being repaired and upgraded with tougher materials. To work in there is considered a sign of honor and strength, that the people of government would be willing to risk their lives to go to this building just to make sure that the rule of law continued.
The uppermost floor is where the most serious court cases happen, so that it would encourage people only to go to those lengths if really serious about it. There are certain punishments that can only be dealt out from that uppermost chamber, the one most at risk to the elements. This is to encourage it not to be used.
There are a number of windows strategically placed up and down the tower that serve as surprisingly strong defensive points. Most of Serunen doesn't have a view of the outside for safety reasons, so these are some of the few points for visual reference of what might be going on in the outside world.
There are a number of closets with protective suits kept inside for safety reasons. While it is possible to breathe the outside air for a short time safely, at those heights there is danger from the storm and as such there are stringent safety drills in case of a breach.
No one lives in the tower. It is purely a workplace.
The exterior is a muted greenish gray, matching the color of the rock around to avoid being overly noticed, despite being a rather tall tower sticking out of a relatively flat area.
