Beginning in 5 PC, the Pinascimate Penal Authority began a period of massive expansion, hoping to break up the various gangs that were forming between convicts. Under Eckhart Zannholt, the Authority established the PPA Colonial Expanse, a new territory administered from Fort Leviathan, the biggest and largest fortification in Eastern Tersten.
