Rao Rim is the Leader of MER and it's empire. They are in the process of taking over Ten'no.

Personal history
The Rao of MER is one of the only remaining of the Dintral species. A humanoid race originating from the planet Dindayyin, which was destroyed aeons ago from a giant asteroid. Seeking a new place to call home, Rim travelled the universe. But the desires of the Rao did not end there. In fact, they kept going from planet to planet, sometimes bringing civilisations into their galactic empire, other times ignoring them. Rim built trade routes, and defended their newly conquered or ally planets fiercely. The people wondered why the Rao ignored certain planets, even when said planets would be easily conquered, or would be grateful to join the empire of MER.
These questions remain unanswered, but with the new landing on Earth, the citizens of MER go back to praising their leader and their military, distracted by the new discovery.
