Vigilance

While the various nations of Temshai all have their own forms of protection and their own military forces, they largely act independently. Nations work together at times, but no international organization exists, on the level of nations working together, to combat threats and share information. Some have seen this as an oversight, and, unable to directly influence the rulers to cooperate at a global level, have taken matters into their own hands.
Vigilance is a network of spies, dedicated to the safety and protection of all of Temshai's residents, regardless of nationality. Vigilance's existence is common knowledge, and low-level operatives are often public about their affiliation. Most Temshai residents view the organization as a benevolent force, capable of stepping in or of mobilizing others when the the need arises.
The Vigilance leadership, however, is secretive, taking pains to conceal their identities even from each other. Vigilance has many high-level operatives planted within various governments and other organizations, who report frequently to other operatives with ties to a member of Vigilance's high council. Information moves from operatives through to the high council, with every high council member being apprised of everything. They disseminate information back to those who need to know.
The symbol of Vigilance is a chain binding a crystal ball and shield, symbolizing vision, guardianship and protection, and unity between nations. All members have a concealed tattoo with the symbol, and more public-facing members will usually have some other item bearing the symbol on their person.
