Fallham Vale

A city with a population as large as Beacon requires a lot of food for its residents. While each other borough has various sources of food, Fallham Vale, which stretches all along the southern coast and borders Pitfrey Hollow, Everwick Lake, and Starspire Rest, easily has the largest land mass, in order to accommodate the large amount of grazing space for livestock and fields for crops. As the city has grown, some farms have become multi-level structures, with clever druidic magic to give lower levels the same amount of light and moisture as the upper level would have.
The borough is carefully walled in along the coast, with many stone guard towers providing vantage points to the Fallham Watch, the borough's guards. All of Beacon knows that if something were to happen to the food supply, the starvation and rioting that would follow could easily destabilize the city, and so Beacon's foodsource becomes its most protected area.
