The Delegation

Redfell is run by a collection of dragons and humanoid races that collaborate on the governance of the city and country. The Delegation was established to bring order to dragonkind centuries before the Emergence following the disappearance of bronze dragonkind, though small folk were recently brought into the Delegation as well shortly after the Emergence. It was reformed to create an alliance between small folk and dragons in Kysnscore, and to take out the Tyrants of the Hills that plagued the countryside shortly after the Emergence.

Structure

There are nineteen total delegates within the Delegation. One member from each major race (half-blooded races may choose between either one of the positions, making them relatively common among the delegates) and each color of dragons (chromatic and metallic) is elected for the delegation. The role of the dragonborn delegate, called the Emissary, is a special honorary position with an important historical role to keep the delegation in peace, especially between the dragons and humanoid races where agendas conflict. Bronze dragonborn are often favored in this position by many due to the absence of regular bronze dragons. The length of a member's term varies based on the longevity and population of the respective races, averaging to about one-twentieth of each race's total lifespan.

Each seat on the delegation is numbered, which is often used in the title of each delegate (e.g. "2nd Delegate Valagdred"). An honorary seat, the fifth seat, is reserved for the brass dragons, even though they are effectively extinct.

The 18th Seat

The 18th Seat, the seat of the Non-Represented, was added in 275 AE, when protests were made by members of less prominent races of their lack of representation on the Delegation. Tiefling aristocrat Ezrakus, one of the strongest voices in these protests, was the first to be elected. Following the addition of the seat, complaints were voiced by members of races with larger populations compared to the non-represented and the dragons, demanding their delegate gain more votes in gatherings of the Delegation, though those protests were largely ignored, much to their dismay.

Public Agenda

The goals of the delegation vary wildly and differ based on who holds the seats at the time. Two of the major goals that have been prevalent throughout the history of the delegation is to take some sort of action on the Tyrants of the Hills and retain positive (or at least the best semblance of positive they can manage) relations with the other nations.

History

Before the Emergence, the dragons were one of the two titan folk dominating the lands of Teldir. These dragons remained in a feral state for centuries, fighting amongst themselves and against the neighboring giants. When all bronze dragons in the land suddenly vanished (currently presumed to be extinct), and the white dragons migrated from the land out of malcontent of their lifestyle, concerns arose amongst the dragons. There are varied theories on the disappearance of the dragons, some assume they were all killed off, others think they simply departed from the continent for one reason or another.

The wiser of the dragons gathered to discuss their future, meeting at the top of a large mountain. They decided that a system of governance was needed to fully ground their position in Teldir and pull themselves from their state of barbarity. Thus, the Delegation was formed, and its members brought order to dragonkind. They brought civilization to their people, forming the draconic nation of Kysnscore. In 273 AE the emergence, the dragons brought the small folk into the delegation, claiming it was necessary to remain strong against the other nations, but some of the dragons had more personal goals in mind.

Current Delegates

Kinzorelth (LE female adult blue dragon) is the blue dragon delegate with a surprising enthusiasm for politics, unlike her predecessor, who refused to join the Delegation unless blue dragons are named First Delegate, of which still stands in order even after his death a century and a half ago.

Valagdred (LG male ancient gold dragon) Is the oldest and longest-standing delegate on the council (along with Vendyrinthal), who was present for its inception centuries ago. He is currently slow to speak and rarely leaves the Delegate's Standing, causing many to worry his life is soon coming to an end.

Kestrath (NG female, young silver dragon) is the current silver dragon delegate. Her predecessor and mentor Rizendath died in 536 AE, and she is currently the newest draconic delegate on the council. She clearly wishes to uphold the ideals of her mentor and often makes decisions based on what he would do instead of the opinions of herself or her people.

Vendyrinthal (LG male ancient brass dragon) is another of the longest-standing members of the Delegation, though a century or so yunger than Valagdred. He remains on the council despite his stark beliefs that the Delegation was stronger before the small folk entered it, even though he harbors no particular ill-will toward them.

Deleral (CG female adult copper dragon) is the strongest supporter of the small folk among the draconic delegates, and often supports Jescys in upholding peace between both sides of the Delegation.

Kraalsacomig (CE male adult red dragon) is rather unhappy with being on the Delegation, but was considered the best fit for it and remains to retain the honor of the red dragons, and he remains to uphold those values. His discontent though is at least sated when it comes to military matters.

Velthenerax (LE male young green dragon) rarely appears to meetings of the Delegation, despite the other delegates and members of his own kind incessantly begging him to. The green dragons are currently in the works of finding a replacement, though most of the other green dragons admittedly don't want to take his place.

Vyrtangol (NE male adult black dragon) is the representative of the black dragons of Kysnscore. His brother is Tulzyrrn, The King of the Beneath who runs Kysnscore's underworld operations, with whom he seems to be constantly clashing.

Craussikomin TN male ancient white dragon) does not speak, though one of his followers speaks for him, a woman from the Northmarches (TN female human priest) with a supposed telepathic connection to Crauusikomin, who simply calls herself "The Speaker."

Jescys Alashtraath (TN female dragonborn commoner) is the dragonborn delegate, as well as the acting Emissary. She is silver-scaled, a contemplative individual who seems to always be strumming at a harp, explaining how it "guides her thoughts."

Tyrdom Halfaxe (LN male hill dwarf veteran) was born at the height of the War of Emergence, and was trained from infancy to fight against the planar invaders. He campaigns along with Vyrtangol with heavily isolationist policies, seeking to make Kysnscore strong and independent.

Cadrian Bannorm (LG male human knight) has lead almost every major martial power in one point, from Syrika's Liberators, to the Curator's Bastions, as well as Ultanis and Kysnscore's armies. He is often deferred to by the council on matters of military importance due to his expertise, although his ideas often clash with Craalsakomig, who leads the draconic fighters from the Delegation.

Ialori Balessa (TN female high elf noble) is the highest supporter of Kysnscore's aristocracy. She believes the Tyrants of the Hills should remain in power, much to the outrage of 14th Delegate Sabyn Longroad.

Sabyn Longroad (NG female stout halfling commoner) is the poorest in coin of the delegates, though still strong in spirit. Raised in a family once enslaved to the Tyrants of the Hills, her goals on the Delegation are mostly aligned toward defeating or turning the Tyrants to unify the nation.

Rashida (NG female half-orc druid) represents the orcs and half-orcs of Kysnscore, the smallest in population of the represented races since most of her kind moved to Dur'tikan. Nonetheless she still proudly represents her people and promotes the protection of the environment and wildlife of Teldir.

Tangrym Tumbekin (NE male rock gnome spy) runs Kysnscore's mining industry, and bought his way into the Delegation. Though disliked by the working class, Tangrym was voted onto the council due to the general indifference of much of the gnomish populaiton.

Kenbar Birchmane (NG male firbolg commoner) is a firbolg and the delegate of the non-represented. He has, as his name suggests, birch-like white hair with dark spots. He highly advocates for peace in any form, often taking little action otherwise.
