Law of Identification

All magic items desire to be used. To that end, each item will identify itself to someone who attunes with it, or who spends at least 15 minutes trying to activate or work with the item. On identification, the item will magically transfer the knowledge of it's nature and instructions on it's functioning to the new user. Casting Identify is a quick way of gainging this knowledge without having to attune with an item, or spend too long in the presence of it. The spell is especially usefull in cases where the item is suspected to be dangerous, or time is of the essence.  

Deviations

Items that do not follow the Law of Identification are either malfunctioning or cursed. Malfunctioning items might identify as one thing, but be another, or not identify themselves at all. Cursed items will usually pretend to be a normal magic item, until the curse manifests itself.  

Inert items

One other instance of deviation from the law is when an item is inactive, or rendered inert. This is a bit of a technicality, as the item in question has lost it's magic and could be considered mundane. It is included here however, due to the fact that some inert items may be re-activated under certain circumstances, making them magical once again.
