Treaty of Unity

Purpose

The Treaty of Unity serves as a formal agreement between the Kingdom of Miranore and The Drakorian High Council to end a nearly four-decade war and establish a lasting peace. Its purpose is to outline the terms of the alliance and ensure stability through mutual obligations and respect. It acts as a framework for political, military, and economic cooperation, while also addressing the tensions and scars left by the war.
What Prompted Its Creation?
  1. Devastation of War: Both kingdoms suffered severe losses during the war, including lives, resources, and infrastructure. The prolonged conflict was unsustainable and threatened to weaken both nations irreparably.
  2. Rogue Dragons: The root cause of the war, the incursions by rogue dragons, remained unresolved. Drakoria recognized the need for greater control over these factions, while Miranore sought assurances of safety from future attacks.
  3. Stalemate and Exhaustion: By 473 HE, neither side could gain a decisive advantage. Miranore's navy had stymied Drakoria’s aerial dominance, while Drakoria’s overwhelming strength ensured Miranore could not emerge victorious. Both kingdoms needed peace to rebuild and recover.
  4. Political Pressure: Internal factions in both nations demanded an end to the conflict. Nobles and leaders pushed for a solution to avoid further destabilization and to preserve their kingdoms’ long-term interests.
What Is It Trying to Achieve?
  1. Peace and Stability: The treaty aims to prevent future conflict by addressing the underlying causes of the war and fostering cooperation between Miranore and Drakoria.
  2. Protection for Miranore: As a smaller kingdom, Miranore gains assurance of safety through Drakoria’s protection against external threats, including rogue dragons and rival kingdoms.
  3. Control and Oversight: Drakoria gains influence over Miranore, allowing it to manage rogue dragon activity more effectively while expanding its political reach in the region.
  4. Economic and Cultural Exchange: The treaty promotes trade and mutual prosperity, ensuring both kingdoms benefit from each other’s resources, knowledge, and traditions.
  5. Symbolic Unity: The appointment of a Dragon Guardian to Miranore’s royal family symbolizes the bond between the two nations and serves as a reminder of the peace they fought to achieve.
  6. Rebuilding Trust: Through its terms, the treaty seeks to rebuild trust between two nations that once saw each other as adversaries, paving the way for collaboration and mutual respect.

Document Structure

Publication Status

The Treaty of Unity is partially public. Its existence and overarching purpose to end the war and establish peace are widely known, as are the symbolic gestures like the appointment of the Dragon Guardian and the alliance between Miranore and Drakoria. These details are shared to reassure both kingdoms' citizens and affirm stability.   However, specific clauses, such as the management of rogue dragons or the exact terms of Miranore’s protectorate status, are private. These sections are known only to the ruling parties and trusted advisors to avoid public backlash or exploitation by opposing factions.   Clandestine elements also exist, including provisions addressing Drakoria’s influence over Miranore’s military and trade policies, which could spark resentment if widely known. These hidden terms reflect the delicate balance of power, kept secret to maintain the illusion of equality and unity between the two nations.

Legal status

  • Drakorian Jurisdiction: The treaty is sanctioned by the Drakorian High Council, the governing body of Drakoria, responsible for all matters of international diplomacy and dragonkind oversight. This ensures Drakoria’s accountability in enforcing its terms, such as managing rogue dragons and providing protection.
  •
  • Miranorian Jurisdiction: The treaty is upheld through a royal decree issued by the King of Miranore. This decree incorporates the treaty into Miranore’s legal system, granting it binding authority over the kingdom’s citizens and governance.
  •
  • Neutral Oversight: Third-party witnesses from allied or neutral regions, such as Eouma and the Free Isles, serve as mediators to resolve disputes. These external powers lend credibility to the treaty, ensuring that both kingdoms honor their commitments without unilateral dominance.

Historical Details

Public Reaction

The public reaction to the Treaty of Unity was deeply polarized. In Miranore, many citizens expressed relief that the long and devastating war had ended, sparing their kingdom further suffering. However, a significant faction, particularly among the nobility and war veterans, resented the treaty, seeing it as a capitulation to Drakoria and a loss of their sovereignty. The appointment of the Dragon Guardian was viewed with suspicion, symbolizing perceived Drakorian dominance rather than mutual cooperation. In Drakoria, the treaty was met with cautious optimism. Many citizens supported the High Council’s decision, seeing it as a practical solution to an unsustainable conflict, though younger dragons and nationalist factions criticized the perceived leniency toward Miranore. Neutral nations and trade partners, meanwhile, celebrated the treaty for stabilizing the region and reopening trade routes disrupted by the war, though some remained wary of Drakoria’s expanding influence. Ultimately, while the treaty brought a sense of relief to war-weary populations, it left behind undercurrents of mistrust and resentment, creating a fragile peace that demanded careful maintenance.
