Kingdom of Skyrim

Ulfric Stormcloak has made several changes since taking over Skyrim. His Nord first mindset and the overenthusiasm of his followers have led to an exodus of Dwemer and many of the Orc strongholds have been abandoned. Acknowledging a larger threat from the Azurian Sea to the West than the East, Skyrim's capitol was moved from Solitude to Windhelm. The currrent Jarls were put in place during the war and rarely dispute the words of their High King. Tensions remain high between Skyrim and the Empire.

Hold Leadership


Eastmarch: Capitol - Windhelm
  • High King Ulfric Stormcloak: Ulfric has been a polarizing force in his interesting lifetime. He had been trained as a Greybeard, became a soldier, prisoner of war, militia leader, Jarl, rebel, and eventually, High King. The Nords loyal to him love him as their own blood, however his focus on the Nord population has a tendency to leave other races in a vulnerable position.

Falkreath: Capitol - Falkreath
  • Dengeir of Stuhn: The old, paranoid curmudgeon is taking on his second attempt as Jarl. He was ousted and replaced by his nephew Siddgeir for a time but regained his seat under the rule of Ulfric.

Haafingar: Capitol - Solitude
  • Elisif th Fair: The widow of the late High King Torygg is the only Jarl to maintain their throne since the war. She swore fealty to Ulfric, as all the others did, but no one is sure whether it was under her own free will, or under a threat of some sort.

Hjaalmarch: Capitol - Morthal
  • Sorli the Builder: Replacing Idgrod Ravencrone is Sorli. She seems to be more neutral and open minded than the majority of Ulfric's replacement Jarls, having an Argonian serve as her Steward. Prior to becoming Jarl, Sorli ran Rockwallow Mine.

The Pale: Capitol - Dawnstar
  • Skald the Elder: One of Ulfric's earliest and most vocal supporters, Skald has developed a distaste for the Empire. Often described as grumpy, he believed that the dragons' return was a direct result of Talos' wrath.

The Reach: Capitol - Markarth
  • Thongvor Silver-Blood: Thongvor is the patriarch of the Silver-Blood family and owner of Cidhna Mine. Independent of his status as Jarl, he is considered one of the most powerful, and the most wealthy man in Skyrim. He has a strong dislike for Imperials and Elves,

The Rift: Capitol - Riften
  • Laila Law-Giver: Being Jarl of the most corrupt city in Skyrim is no small task. With the Thieves' Guild on one side and Maven Black-Briar's gold-fueled interference on the other, she has had a difficult time keeping crime under control. This rampancy has never stopped her from trying however, and she has come close to eliminating The Guild on several occasions.

Whiterun: Capitol - Whiterun
  • Vignar the Revered: An elder of the famed clan Gray-Mane, Vignar is held in high regard by many in Whiterun. The Battle-Borns are among the few exceptions to this respect. His honorific was bestowed on him by members of the Companions, the mercenary band based within the city.

Winterhold: Capitol - Winterhold
  • Korir: Jarl Korir often feels disrespected by the other Jarls due to the small size and remoteness of his hold. He recently acquired the Helm of Winterhold and does not approve of the College of Winterhold and its Magical pursuits.


Military Leadership

  • General Galmar Stone-Fist: Galmar was Ulfric's right hand throughout the war. His commitment to Ulfric and his cause can make him hostile and volatile to strangers or those that don't believe as strongly in Ulfric's mission. Despite his seeming zealotry, Galmar is well respected by his men and is considered a competent leader. He led the siege on both Whiterun and Solitude during the war
  • General Ralof: Ralof was a well respected but not necessarily high ranking Stormcloak during the war. He was captured alongside Ulfric at the beginning of the Dragon crisis and managed to survive the destruction of Helgen. He fought on the front lines of every siege moving forward and proved himself worthy to Galmar and Ulfric.
