Lhassa

Lhassa is the capital city of UEN and contain the Fortress Humanity citadel.

A vibrant city of faith, peace and unity bound to make a better humanity and serve as capital for the human race as a whole. Or so it believe to be. The truth is a more complexe matter, if it's true that Lhassa is the de-facto capital of United Earth Nations and some district are a shining example of humanity technological prowess when united, it is non the less a capital city of an empire built on military might, revenge and purity hence the expected shady politician, in fighting, corruption and exploitation of masses that come with it.
In fairness life in Lhassa is most definetly better than the remote part of the empire but not everybody get to taste the promised unity nor wealth of the city.

Government

Lhassa is governed directly by the UEN Council at least on paper. In pratique it's a game of shifting juridiction and allegiance between four major power: the UEN Council, the Municipal Bureau for Lhassa a bureau created by the council for handling the day to day duty, the Tibet State and Provincial governement and the UENN who de-facto has a lot of power by virtue of being both the largest in population and the only one authorized to carry weapons in the city.

History


Lhassa was once a contested city of the Tibet. It has a long history spanning millenia but it is now mostly know due to the recent history.

Heaven Curse

During the arV843 "Heaven Curse" epidemy, Lhassa was relatively preserved both due to the faith and habit of moderation of it's traditional inhabitants but also due to the strong wall and remote location.
While not completely free of the disease it was significantly less impacted than most other capital city. Tibet as a whole was largely spared if nothing else by the low density of population. Lhassa thus quickly rose as a fortress on the hill especially to a severly impacted China and the collapse of China state.

After the fall

In the month after the epidemy and the discovery of Ozimandias message, Humanity tried to unite and become obssesed with forming a united front against Ozimandias. One of the main project in that wave was to build a stronghold powerfull enough to serve as shield, sword and armored vault for humanity and life : Fortress Humanity.
After lengthy debat between the scientific community, various nation leader still fighting for power grab and multiple citizen and military faction, the CCC suggested Lhassa as a building site for Fortress Humanity first citadel.
The site was choosen cause the remote, cold and high altitude nature of the landscape made it easier to defend and protect, and cause the low density of population in Tibet would make it a safer place in case of viral attack. While Tibet was a bit defensive against such an implentation of foreign culture and custom in what is mostly sacred land, it was quick to realize the political implication, including the inherently transnational and neutral nature of the project. A thing that was not lost on China either...

Sino - Humanity Project War

China refusal to let go of Tibet and Lhassa in particular quickly lead to a short lived war between Humanity project peace keeping force and China.
While military operation where in clear favour of China, the population was becoming quickly infuriated by what was perceived as a military and governement pride getting in the way of humanity survival attempt. This in turn led to the collapse of the Chinese state.

Today

Today Lhassa is the de-facto capital of United Earth Nations, while a lot of institution (including UEN Senat) are still situated in western world capital, Fortress Humanity and the UENN Headquarter make Lhassa the operational heart of UEN.
