The Solemn Tribunal of Regalth

Regaleth, Daughter of the Axis

Born of Vedanya’s cognition and memory and Sculptor’s enduring order, Regaleth is the embodied covenant between power and responsibility. Her symbol—the Regal Truth—is often represented as a balanced scale held within a crown of marble thorns: wisdom guided by rule, and rule tempered by wisdom.   She is invoked not as a deity to be worshipped in isolation, but as the living axiom of justice—a sacred concept through which order becomes moral, and power becomes lawful. Where her Tribunal stands, civilization is said to breathe.  

Mandate and Authority

The Solemn Tribunal of Regaleth functions simultaneously as:   A holy judiciary, capable of judging kings, priests, and commoners alike.   A legislative custodian, recording, refining, and canonizing laws across Axis-aligned territories.   A ritual authority, capable of issuing divine rulings in cases where law meets uncertainty.   A moral compass, weighing actions not only against law, but against legacy and principle.   Regaleth’s law is not static. It is living writ, shaped by precedent, insight, and the ever-evolving foundation of society. To serve the Tribunal is to believe that no one, not even gods, stands above judgment.  

Structure and Inner Workings

The Triumvirate Bench

The governing body of the Tribunal is always composed of three High Arbiters, each representing a virtue of Regaleth:   The Voice — Orator and interpreter of law.   The Hand — Executor of justice and commander of the Tribunal’s paladins.   The Mind — Keeper of precedent, scripture, and divine inquiry.   Together, they render verdicts, interpret divine law, and issue tribunary decrees. None may act without majority assent, ensuring that all rulings pass through speech, force, and thought in balance.  

The Justicars

Clerical judges trained in both religious and civic law. Each Justicar presides over regional courts and holds limited autonomy to interpret Tribunal law. Every decision must be documented and reviewed annually by the Triumvirate.  

The Penumbra

A monastic order within the Tribunal that focuses on introspection, repentance, and moral reasoning. They do not judge, but advise in cases where law and ethics appear to diverge.  

The Paladins of Regal Truth

Oathbound warriors who swear themselves not to Regaleth, but to the ideals she embodies. They are holy sheriffs, marshals, and defenders of law. While loyal to local rulers, their higher allegiance is to the Verdict of the Tribunal.   Their creed: "Oath is iron, but truth is stone. I serve not the crown, but what it must become."  

Rituals and Rites

The Writ of Ascent

A sacred ceremony where one is elevated to Justicar. The initiate must recite the Regal Truth blindfolded and then swear judgment in the presence of a commoner, a noble, and a witness from the Penumbra.  

The Crown's Trial

A ritual in which rulers may be brought before the Tribunal to account for tyranny, neglect, or injustice. Should they be found unworthy, the Tribunal may remove divine sanction from their crown—a symbolic disrobing that marks the loss of both legitimacy and legacy.  

The Stone Accord

A rare rite of reconciliation between two parties where the Tribunal carves their accord into stone and buries it beneath a newly erected courthouse. Breaking the accord henceforth is considered both a crime and a curse.  

Judicial Philosophy

Justice is not vengeance.   Law must rise with society—not tower above it.   The powerful are judged first, not last.   A trial delayed is a wound left open.   False confession is greater heresy than honest guilt.  

Relationship to the Axis & Other Orders

While the Bastion defends the physical integrity of civilization, the Tribunal safeguards its moral integrity. The two orders often work in tandem—the Bastion builds the gates, the Tribunal writes who may pass.   Their only significant tension lies in wartime, where the needs of defense may clash with the slow deliberations of law. Still, when both agree, their verdict is unquestionable.
