Cosmic Watch

The Cosmic Watch (as it's known on Earth) is the ultimate team of superheroes. Seriously. They're the best of the best, chosen from across the galaxy to form a team to safeguard against galactic-level threats. According to the legal terms drawn up for each planet who has a member on the team (or previously had a member), they can operate with near legal impunity anywhere on those worlds. The idea, of course, being that these people are the ultimate paragons of justice.
They actually kind of live up to the hype. It probably helps that they tend to only need to be active once a generation for each planet, since the kind of threats they deal with are so big. And the vetting process is very extensive. And secret. Joining the Cosmic Watch is not meant to be an easy thing.
