Hvergelmir is governed primarily by the gnome priest Sapply Folkor on behalf of Archbishop Ymir. The town sheriff is Nora Leagallow, a female halfling.

Hvergelmir is surrounded by stone walls. 270 trained warriors serve in the capital's defense, and a militia of 3,714 can be mustered in case of attack.

Ida's Tavern

Owned by human Ida Harrington, Ida's is a tavern in the city's arcana district. he tavern is a stucco and large single story building, with a small fenced yard and overgrown hedges. It is well-lit by a few magical torches. It contains large, locally-made rugs on the floor and cured meats and cheeses hanging from the ceiling. Notably, Ida's does not have any lodgings available.  

Firehilt Gauntlet

When turning from Main Street onto Merchant Street, the first building on your left is the local blacksmith. Owned by gnome Duvamil Pickwicken, the blacksmith is a stone-walled simple building, with a gray shingled roof and softly blowing chimes by the door. Inside are curtains draped over the walls with chains and wires hanging on the walls.  

Bubbling Dose

Near the entrance to Hvergelmir, on Main Street lies the local alchemist's shop. Owned by gnome Senteq Boondiggles, the alchemist is a wooden and large single story building with a white tile roof and a small vegetable garden. It contains a large grandfather clock and fine silks hung from the rafters.  

Watson's Stone

In the temple ward lies the capital's premier jeweler. Run by halfling Watson Goodbarrel, the jeweler is a timber and brick cabin with an orange shingled roof and softly blowing chimes by the door. It was once a paladin barracks, and has a collection of arms and armor. It contains a suit of armor on the back wall and glass display cabinets with jewelry.  

The Scar Saber

In the temple ward next to Watson's Stone lies gnome Unvera Dunben's store, where she sells all manners of periapts and potions. The enchanter is a timber and brick sprawling single story building, with a tanned wooden roof and finely-crafted furniture. Inside is a table with arcane symbols and candles on it.  

The Burlap Sack

Right on Main Street is the general store The Burlap Sack, owned and operated by the gnomish Silverhead family. The general store is a stucco tower with large windows and dead hedges. It contains an old-looking telescope and the walls are covered in shelves full of supplies.
