At its pinnacle is the Alpha Routlord, also referred to as "The Alpha" in everyday discourse, who serves as the Supreme Commander and the central decision-maker for the Junta. Underneath The Alpha are the Routlords, who lead both distinct divisions within the Junta and their respective clans.
Each Routlord serves as the head of a powerful clan, responsible for its military, industrial, and administrative affairs. The clans contribute to Lupine society's strength, reflecting regional diversity and the values that guide the Junta. These divisions ensure the efficient functioning of the Junta and encourage a regional sense of identity and autonomy.

Following the tumultuous years at the conclusion of the Galactic Civil War, the Lupine Junta's early history is marked by the rise of a General from the former Perses-Imperii House. With a lineage of warlords, the leadership came to be known as Routlords, with "Rout" encompassing both the territory they governed and the retinue they commanded.
