The Gor Dominion is a relatively young, but very aggressive union formally under control of the Gor government, but effectively autonomous in its expansion. The Gored on the home planet Gor has set out a set of parameters for the Dominator to carry out, but how it is done is free for the Dominator to decide.
During its rapid expansion, the Gor has made heavy use of military conquest to subject planets under its dominion. Planets under the Gor Dominion are, in general, free to go about their business with a few significant limitations;

  Every tenth laborer must be sent to the Gor Dominion (How they are selected is up to the individual planet government).
A 25% tax on all resources.
No planet may construct ships above the Large category.
No long arms may be owned by private non-gor citizens.

For a short while, the expansion of the Gor Dominion has been halted, partly by the Systems Alliance and partly by a large group of unaffiliated planets banding together to repel their invasions, at great cost in both life and resources. The Torro Massacre became a turning point for the Gor Dominion, as the former Dominator Grakkor Blightblade decided to make extensive orbital bombardment of a resisting planet. This compelled the Systems Alliance to make its first "Ethical Intervention", sending their fleet to guard the planets being besieged. The following Gor Wars were some of the bloodiest seen in the galaxy, but eventually the Gor Dominion was pushed back and Grakkor Brightblade took his own life in shame of his failure.
During the Black Scourge Conflicts, Gor ships occasionally found themselves side by side with Systems Alliance forces, forming a tenuous military cooperation which, while never formalized, helped cool tensions between the two.
For now, the Gor Dominion has decided to instead expand their borders slowly and in directions not bordering on Systems Alliance territory.
