Department 0
A completely deniable intelligence unit embedded within the framework of the Systems Alliance, Department 0 is focused first and foremost on Black Science but has a wide mandate. With no restrictions on the department, they operate autonomously, appearing from the shadows and retreating into them again.
For the majority of the Systems Alliance population, Department 0 is the stuff of crazed conspiracy theories, but for those in the know, they are the stuff of nightmares.
Department 0 has no budget, but have agents in many major companies, governments, and organizations who siphon money out and funnels it to Department 0.

History
Originally used as shorthand for “no official department”, used when Systems Alliance officials had to deal with a problem of particularly touchy nature.
At first it was unfocused, but the budding growth of Black Science in the Systems Alliance made “Null Department”, as it was called then, focus on the control of Black Science.
During the preamble to the Gor Wars, Department 0 became increasingly about intelligence and security operations, as the Systems Alliance parliament wasn’t sure whether engaging in aggression was merited and needed someone who could be disowned if captured. This was when they became known as Department 0.
