Port Sailhome

Directly south of Homra Harbor on the southern coast is Port Sailhome. It is the official import point for airships delivering to the Kelsh Empire. The city is full with branches of foreign trading companies, warehouses, marketplaces, and entertainment. This means the city is always bustling with travelers and merchants. The city is under the protection of the RKAF but still retains a local city government and guard. In an effort to keep the environment friendly to foreigners and traders, the Mayor of the town has done everything she can to relax the RKAF's strict enforcement of the law which has helped a small amount. The entertainment district is extensive. Hosting all sorts of entertainment from lounge bars to exotic dancers. The Inn district hosts a variety of eateries as well as numerous tall inns and lodges. The half of the population of the city is from trade vessels coming in and out so the inns are always full. Each of the district has its own RKAF outpost and watchtower to provide security. Near the city is a large watch tower with a several light beams extending from it at night. The Guardian Tower guides ships in during the night and serves as a bristling defense platform. Loaded with 10 ballista emplacements and numerous range slits. The population is 6,000 people.

Government

The government is run by a mayor who runs the city as they see fit. Only semblance of checks and balances is in regard to the laws and the @Royal Kelsh Armed Forces. The mayor does not have the ability to change, remove, or instatue laws. They must present them to the island's @RKAF commander for approval. This separation of control of law is very evident when you look at its enforcement. While the city has its own guards the military has a permanent detachment stationed within the city who function as police as well. With the exception of them being brutally strict about enforcement. This often brings them to clash with the city guard who try their best to make foreigners still feel welcome.   Citizens of the city are taxed only once a year and lightly at that. The majority of the cities actual income comes with the operation of the docks and the taxation of goods traveling through the city. While not absurdly high, it can get expensive for traders who move in and out of the city with the goods. Taxes lessened on traders who have established branches in the city however.

Defences

Outside the city on a nearby bluff is @South Blade Tower. A large stronghold which functions as a lighthouse for those traveling at night and a weapons platform to defend against invaders. It has 10 separate ballista emplacements, a constant garrison of 100 arches, 50 soldiers, and 10 battlemages.   Actually within the city walls there is a permanent garrison 850 soldiers of varying functions. They are stationed at watchtower bases located in each district of the city. They function as much for policing the city as they do for defense. The guard number 400 strong in the city and have varying degrees of experience.

Industry & Trade

Most of the inhabitants of the city work on the docks or the warehousing section of the city. Moving goods to one vehicle to the next. However the city does support a small craftsman district which employs a healthy chunk of the population keeping up with construction and skilled labor to the growing city.   With the majority of the goods transfer to the mainland all sorts of things get imported. Food, woodwork, weapons, art, farming tool, magical items and components. The city itself imports all its goods with the exception of food. Half of their food needs are met by island farmers in @Gateston, while the other half is supplemented by imports.

Infrastructure

The city has a functionally large sewer system which dumps out into the ocean. Free standing public toilets are the norm and built from stone, usually featuring some carving of a @Slithzard or other native Kelsh animal on it. To make it more appealing.   The Docks are always the busiest portion of the city, with trade always moving in and out. In order keep traffic moving and not cluttering up the public streets, large commercial only roads were built. These streets are monitored by the city guard and only those who have a pass may travel them.

Assets

The cities largest asset is the one artificially created for them by the @Kelsh Empire. All trade to the @kelsh from @Jaw Bay Ocean must travel through the city and transferred to approved @kelsh ships before it hits the mainland. Thus creating relevance on the small island of Karsha

@Cogsworth Club Branch 27   @The Belly Up Dock Union All of the docks in the city are owned and operated by the city. All but a quarter of them, which are run this group. While a legitament business most of the time, the company definitely conducts illegal operations. They serve and important function in the city and their docks run smoothly. However the city would be more comfortable if they could take control that section of docks.

History

Originally a small town of refugees from the @Kelsh Empire, the city became important some XXX years ago after the @kelsh felt an attack on their soil. Explosives that killed hundreds and started devastating fires where shipped within toys. The offenders were never found but a harsh and the event came to be known as the @Wooden Bird Massacres. Since then the @kelsh have adopted a strict border policy. As part of the new policy, Karsha was annexed into the empire and was reforged as a lock for trade to be searched and controlled. The citizens of @Port Sailhome where less than happy about the situation but the might of the RKAF changed their tunes quickly. Some citizens welcomed the kelsh to the island to curry favor, such as @Lu Gosogoban, and were rewarded because of it.

Geography

The city is built along a flat beach. Most of the city is located in the plains behind the beach, but a portion of it extends over the beach and into the water as the docks. To the east the beach separates from the plains as the land rides up and up until it ends with a bluff peninsula. The entire beach is slightly curved around a shallow bay.
