Galactic Emerging Species Protection Act

Purpose: To protect technologically underdeveloped species from the negative effects of contact with technologically advanced civilizations and to promote the ethical and responsible treatment of such species by member worlds.   Scope: This law shall apply to all member worlds and to all technologically underdeveloped species within their territories or under their jurisdiction.   Definitions: For the purposes of this law, the following definitions shall apply:   Technologically underdeveloped species: A species that is significantly less technologically advanced than the average member world of the Galactic Council, as determined by the Council.   Contact: Any interaction or communication between a technologically underdeveloped species and a member world, including the provision of goods, services, or technology to the species, or the conduct of scientific research involving the species.   Influence: Any action taken by a member world that is intended to alter the culture, beliefs, or behavior of a technologically underdeveloped species.   Predation: Any action taken by a member world that is intended to exploit the resources or labor of a technologically underdeveloped species for the benefit of the member world.   Prohibitions: Member worlds shall be prohibited from:  
  • Influencing the culture, beliefs, or behavior of a technologically underdeveloped species in a way that is harmful or detrimental to the species or that undermines its autonomy or self-determination.
  • Exploiting the resources or labor of a technologically underdeveloped species for the benefit of the member world, or engaging in any other form of predation.
  • Providing goods, services, or technology to a technologically underdeveloped species in a way that could undermine the species' self-sufficiency or that could create dependencies or other negative consequences.
  • Conducting scientific research involving a technologically underdeveloped species without the informed consent of the species and without adequate safeguards to protect the interests and welfare of the species.
  Enforcement: The Galactic Council shall establish an enforcement agency to monitor compliance with this law and to investigate alleged violations. The agency shall have the authority to impose sanctions on member worlds that violate this law, including fines, trade restrictions, or other measures as deemed appropriate  

Amendment

  Purpose: To protect technologically underdeveloped species from trafficking and enslavement and to promote the ethical and responsible treatment of such species by member worlds.   Definitions: For the purposes of this amendment, the following definitions shall apply:   Trafficking: The recruitment, transportation, transfer, harboring, or receipt of a technologically underdeveloped species by means of coercion, abduction, fraud, deception, or abuse of power for the purpose of exploitation.   Exploitation: The exploitation of the prostitution of others or other forms of sexual exploitation, forced labor or services, slavery or practices similar to slavery, servitude, or the removal of organs.   Slavery: The condition of a technologically underdeveloped species that is owned or controlled by another person and is forced to work or provide services without pay or under duress.   Prohibitions: Member worlds shall be prohibited from:  
  • Engaging in trafficking or exploitation of a technologically underdeveloped species.
  • Enslaving or holding a technologically underdeveloped species in servitude
  Enforcement: The enforcement agency established by the Galactic Council to monitor compliance with the Galactic Protection of Technologically Underdeveloped Species Act shall have the authority to investigate and prosecute alleged violations of this amendment, and shall have the authority to impose sanctions on member worlds that violate this amendment, including fines, trade restrictions, or other measures as deemed appropriate.
