Xarkon's Skull Staff

A wooden staff, inscribed with necromatic and transmutation runes with a skull attached to the top.
The staff can be activated for one action to cast either the Fly or Animate Dead spells. Casting fly requires concentration from the creature that the staff is attuned to.
When activated, the creature that this staff is attuned to immediately suffers 1 point of exhaustion.
If the creature suffers a 6th point of cumulative exhaustion from the staff, after death they are raised as an undead zombie which will follow the commands of the next creature to attune itself to this staff.
