A major crime lord in the south east quadrant of the Outer Rim. A smooth-talking Bothan, his syndicate operates primarily on the planet Kowak, gunrunning being his primary focus. He has recently expanded his 'business' to the astronomical object Molavar in the Outer Rim, expanding his criminal empire across more than one sector now. Molavar lies on a hyperspace lane previously controlled by Jabba the Hutt - Xelas now feels confident enough to be encroaching on Jabba's territories and space, given the Hutt's demise.

His voice has been described as "whispery, raspy, you can never not pay attention, just in case the next sentence he utters is the last you ever hear."
