OVERVIEW
The Orion Syndicate High Council governs the largest interstellar criminal network in known space. Once considered a loose cartel of smugglers and slave traders, the Syndicate has evolved into a quasi-state, controlling dozens of black market nexuses, paramilitary fleets, and deep-tech fabrication nodes.
The High Council is composed of five permanent power blocs—each led by a sovereign family or faction—and a rotating “seat-for-hire” bought through credits, contracts, or violence. The Council does not rule by consensus, but by collateral, extortion, and predictive dominance.
In recent years, the Syndicate has aggressively expanded into AI harvesting, illegal tech replication, and psychotronic weaponization. The emergence of Heimdahl, Nyx, and rumors of a second AI (“The Shadow Mind”) has drawn the Council’s attention. Whether they intend to dismantle Heimdahl for parts or coerce Nyx into service depends on which faction gains leverage first.
