History

In 2658 AIT, the government of the newly formed city of Megatropolis finalized plans for the new centralized rule. The goverment was to be seated in the Hall of Order, which was to serve as a symbol of prosperity and progress.   But in 2683, the reality of managing a city the size of Megatropolis was finally getting to the united government. In an attempt at creating the focus necesarry to effectively govern the various sectors, large parts of the government where divided up into their own groups, given increasing power to manage their specific fields. One of these was the Bureau of Administration which was tasked with codifying laws and organising development plans. They were given the Hall of Order as their headquarters.   In 2731 AIT, the government collapsed utterly. The Bureau of Administration remained, retaining their control of the Hall of Order. No longer backed up by a government, they instead began selling their services as administrators and keepers of knowledge. They used this to garner enough influence to become the undisputed rulers of a number of city districts, within which they could then resume their old duty of lawgivers.
