Tabard V was originally discovered in 2432 by a lone free trader from the League, the crew of which became very rich when they sold the rights to the planet. Those rights were bought by a group of smaller companies who combined resources to outbid larger rivals.
This group of companies were anxious to set up operations as soon as possible to recoup their investment so they accepted anyone who was interested in being a colonist. Soon lawlessness increased to epidemic proportions as the abundant mineral resources were exploited and wealth poured into the system.
Unable to agree on a single consistent policy, the corporate group eventually appointed a totally independent group to deal with the problem of unruly miscreants who were disrupting production schedules and impeding profit-making. The LEEs (Law Enforcement Executive) clamped down hard and soon had the situation under control (whilst taking their cut). They applied a simple policy of leaving people alone unless their activities threatened the overall corporate profits or endangered the general safety of large numbers of people or the police (i.e. themselves). Thus, all LEE operatives are adept at operating in a society where everyone is out to make money at any cost and are hard and ruthless when required. Just as long as you don't disturb the precarious status quo they'll leave you alone...
