Kurosawa was colonised during the Great Exodus by colonists from Japan and other oriental countries. It retains a quite classical Japanese flavour with some significant differences. Due to the eccentric orbit, the life cycle of the average citizen is split into two distinct periods. During the summer a large proportion of the population is semi-nomadic, gathering large amounts of foodstuffs and making some small-scale manufactured items. They return to the area around the spaceport to trade the food and items before making camp to settle down for the harsh winter. In the winter there is work available in the mines and it is in the cold season that metal production increases. This means that the availability of trade goods for export is seasonal.
The bureaucracy is run by the incumbent aristocracy who deal with the same nomadic groups each year and hence illicit loyalty. However, the taxes are hard to collect and government policies are difficult to enforce. Most of the money collected is spent on upkeep of the planetary militia (drawn from the nomads) and the infrastructure needed to support the mines. This is needed even more recently because the relations with Saladin (a good market for food) have worsened due to the increasing influence of Meccano over the issue of religion which is wildly different of the prevailing Zen / Shinto beliefs on Kurosawa. The Kurosawans are in a difficult position due to their fragmented population and their lagging tech level.
