Like Prohibition, people were afraid of the greed, blood and environmental hazards that happen when people go crazy for glitter. A ban was placed on individuals and companies mining for it without galactic government oversight. Also allowed the governments to pocket this money for themselves through writing their own laws for their own mining companies. Legal mining for glitter happens with permits and planetary permission. Generally you need to have a lot of money for these licenses, and only corporations mine for glitter. Unless you are willing to go the illegal route. There are also illegal corporations mining for glitter on shitty planets like Caleco, which are in the outskirts of the galaxy, far from the reaches of the galactic government. Like Detroit or Sin City Old Vegas; they all know what happens out there, but the government doesn’t bother trying to regulate it since they get kickbacks, it’s too dangerous, or not worth it.
