Scepter of the Sailing Lord

The Scepter of the Sailing Lord is a staff of office that is the reward for winning the Kraken Cup race. It is a relic that is passed down for many terms of service in the government of Jorhan's Crest. It is wielded in combat and in races as a powerful force in each. The Scepter possesses magical powers over wind and is often used to boost the sails of the current wielder when they race or voyage. The Scepter is semi-sentient, meaning that while it cannot communicate in any meaningful way, it can choose who attunes to it. The Scepter only allows itself to be wielded by the winner of the Kraken Cup, and thus the previous winner has an advantage over would-be competitors. The item goes to the captain of the winning ship, with their crew filling in offices at the captain's discretion under them.   Properties of the Scepter: While attuned to the scepter, a creature may use a bonus action to end any effect that would prevent them from being able to do their duty in the eyes of the scepter, which usually only means drunkenness. The Scepter has 7 charges and regains all expended charges at sunrise and sunset daily, which can be used to cast the following spells. (+7 to hit, DC15 saves)   Gust of Wind: 2 charges Wind Wall: 3 charges Control Winds: 4 charges Control Weather: 6 charges Investiture of Wind: 4 charges Thunder Wave: 1 charge Whirlwind: 7 charges Steel Wind Strike: 6 charges   The properties of the scepter cost half as many charges to use (rounded down) if used while at sea or otherwise on the deck of a vessel.   The Scepter symbolizes skill and power, showing the prowess of the one who uses it. They are respected by any sailor in the world as someone who was able to beat another person using its powers while not having that power themselves, and are therefore deferred to in most naval matters. The emissaries of other nations will sometimes seek out the one currently wielding the scepter for safe passage or to requisition the Dineestra as a mercenary navy. The Scepter shows that someone is trustworthy in both skill and in morality, as a person of great virtue.

History

This Scepter was owned by 32 Lords of Dineestra before the current owner, and has circled Wardenfall 86 times since it's creation. It has been used to win many a race versus and throughout it's history has been used in several wars.

Significance

The Scepter signifies the rulership of the city of Jorhan’s Crest, and is the prize for winning the Kraken Cup race.
The Kraken Cup is a race in which any crew from the Dineestra Alliance can compete; It is an incredibly difficult race in which ships must circle the entire continent of Wardenfall. This process takes around 2-3 months to complete. The race only happens once every 10 years, and the winner wins the Scepter. A judge's boat usually leaves about a month before the race is scheduled to start, going to the northernmost part of the continent and floating a few miles offshore. They give a token to each boat that reaches them, which must then return that token to Jorhan's Crest in order to win.
