It was a pretty common position among the holy races to be an overseer, even if they themselves weren't part of the lesser court. While not needing to be divine completely, the holy races of the 7 pillars were meant to manage and run the worlds that laid below. To manage the Menagerie below them, caring and preening. The Overseers was a common position individuals would take in. Generally nobles and the well to do. The job was to make sure the dragon was healthy, and that the worlds within them were able to function uninhibited. Serving as the 'one true god above all' but it was much more of a manager position. They were not permitted to interact with the universes on a whole, save for whatever pantheon naturally bloomed from it.
