Merriff Riggs

He was killed in Jagosi's massacre, later resurrected by Arret's soul magic. He worked for a time in the Crossroads Restoration Comittee, and assisted the party in the battle against the Vigilante. Riggs and his men were responsible for getting refugees out of the Cogs in the assult on Alzahifa along with James and his men.
