Head of Emissaries in The Light of the Black Sun.
Works closely with Arazana Da'leth to develop relationships with neighbouring kingdoms. They are currently focussed on Val Royeaux and The Westerlands with hopes of expanding the reach of The Light by building locations in each kingdom. 
Due to their relationship with Val Royeaux, and desire for war to be kept at bay, they have been attempting to convince Val Royeaux to not engage in war against Caer Oswin. This puts their allegiance in a difficult  situation. Due to their location within Caer Oswin they are trepidatious to publicly ally with them. Especially on the perceived brink of war.
Very charismatic with no ties to Caer Oswin, Raffael makes the perfect emissary.
