Vormskir

Structure

The Vormskir empire is led by an emperor. The Emperor is the head of the centralized military, and is in charge of maintaining the laws between the tribes.
The emperor acts as a chieftain, whose tribe consists of Vormish people sent by the various tribes to serve the empire. Second to the Emperor in overall power is a council of Chieftains and matriarchs. Each lead their own tribe, and come together to determine the laws of the empire. The emperor is personally in charge of a select group of citizens sent by the tribes to become Imperials.

Culture

Vormskir is a conglomerate of various tribes that live across the great rolling plains. Led primarily by chieftains or matriarchs, these tribes are all a part of the empire.         The Vormish Emperor is chosen through a tournament in which up to seven citizens may be chosen to represent each tribe. A tribe will most often send a single candidate, though some send up to three. It is very rare for a tribe to send the maximum number of candidates because all unsuccessful candidates are honorbound to become an imperial, and imperials are ineligible to compete to become emperor. It is common for a tribe to select the son, daughter, brother, or sister of the tribe's Chieftain or Matriarch. This is because it is thought that these individuals have the greatest chance of success without endangering the strength of the tribe, and if they succeed the tribe will be able to have a hand in the new Emporer's governance. The nature of Vormskir's "Strength leads" approach to politics, and the very nature of the imperials typically prevents any corruption from compromising the Empire's leadership however. An Emperor is not above reproach however. Those who wish to replace the Emperor are able to issue a challenge. Within one moon the challenger must gather the support of at least 1/3 of the tribes. If the challenger does so they may engage with a selected stand in chosen by the Emperor. If the challenger gathers overwhelming majority (2/3) favor of the tribes they may challenge the Emperor personally. The challenger and the Emperor/stand in, compete in the same challenges to become Emperor. If the Challenger defeats the stand in, the Emperor has 3 moons to meet the challenger in competition, or the challenger is given the title. Should the challenger lose at any stage, they are bound by honor, and by law, to become an imperial. Serving the Emperor they tried to challenge, and being stripped of their ties to their tribe.
