VERDE

VERDE, or Vital Ecosystem for the Rehabilitation and Diversification of the Environment, was originally intended to be an eco-friendly colony that survived on sustainable farming and environmentally-aware methods. However, it has long since strayed from its original purpose, and is straining its resources.

Government

The city is controlled by a Chairman who is selected by a democratically elected "Council". The current Chairman, Boleslava, accepts bribes from gangs and is focused on gentrification and repairing old parts of the city. The poor and needy are not being taken care of, and the city is slowly turning into one rife with crime. Boleslava is a Crooked Kleptocrat. Law enforcement in VERDE is handled by a traditional and obsolete police department. Their agents focuse on community outreach efforts, making them popular with civilians. However, this is only a front. Boleslava has been instructing the police force to turn a blind eye to the Vipers' activity. The police is targeting the [Julian Squad], a group selling unregulated biofuel to the masses. The leader of this group is Kiku, an enigmatic figure whose identity is yet to be uncovered.
