Sierra Special Economic Zone

"Hell or high water, the credits gotta flow, baby!"

Structure

The head of the SEZ is the Chief Executive, who is appointed by a Trade Council made up of leading political and economic leaders within the zone. The current (and only) Chief Executive, John Doe, wields autocratic power that's less the result of his formal powers, and more a reflection of his personal clout. However, Doe is not a micromanager, content to leave day-to-day operations to his subordinates on the Trade Council.

Public Agenda

The SEZ seeks to become the leading trade regime for the Sierra, turning the section from the lucrative backwater into a major economic and political force. It promotes the uplifting of Sierran societies wherever possible.

History

The SEZ formed in the aftermath of the First Mictlan-League War as a virtual extension of the ruling Presidio Clique on La Magdalena. The devastation of the war and it risk it posed to Doe's interests in the sector emphasized the need to organize a cohesive polity that could extend beyond the La Magdalena system. Under the auspices of the SEZ, Doe could better package prospective alliances (and "acquisitions") in neighboring systems, offering generous trade agreements and tech sharing in exchange for loyal service.

Foreign Relations

Relations with the League of Planets are cordial, as the lion's share of high-value trade is conducted with League merchants. The Treaty of Presidio, ratified not long after first contact in 3290, dictates most of the terms of their relationship. As a testament to this crucial partnership, Presidio hosts a major League embassy. Competing aspirations for hegemony over the Sierra, however, casts a long shadow over that relationship. The SEZ aspires to end the League's military presence in the sector, but simultaneously depends on League bases in Yo-toh fend off the Mictlanos.   Although trade caravans flow freely between the SEZ and Mictlan, it is only a matter of time before hostilities between the two erupt again.
