Allister Whitmore

Allister Whitmore was a monumental Federation Council member from the 2250s to the end of the Century. He is known for being a staunch anti-imperialist and often butted heads with Starfleet Command of the era. His crowning achievement was the Starfleet Demilitarization Act of 2293 following the Praxis Crisis. Early in his career, he was vocal about what he sw as the rampant militarization of Starfleet during and following the First Klingon War. Particularly, he had a grudge against the new flagship of the Federation, the Constitution Class. It was in development during the war as a new deep space exploration vessel, but quickly pivoted into a more Multi-role vessel that was heavily armed and able to match the Klingons new D-7 cruiser. Whitmore saw this as blatant escalation of forces and asking to provoke another war with rhe Klingons, or anyone else that we found in the black. Even after the War had ended the Constitution classes were still a staple of Starfleet presence. And she did see military action in the coming decades, despite peace treaties with the Klingons.
Most damning of these was the record of the USS Enterprise under command of Captian James T. Kirk. In their five year "exploration" mission, they had more than 30 combat encounters with a hostile species, including the Klingons on several occasions.
Following the Praxis Crisis in the Klingon Empire, when it was clear that they would go bankrupt within a few years, Whitmore jumped at the opportunity and championed the Starfleet Demiliterization Bill. He made passionate arguments thay the continued aggression of Starfleet was the cause of the past 50 years of strife and tension. Top of his list wad the immediate and total decommission of all Constitution Class starship, regardless of their refit cycle. Most obvious of these was the Enterprise-A, which had a major refit not 15 years before and still had another 20 years of its service life left easily.
