The New Leheli Empire

The New Leheli Empire is a group of extremists who claim to be the successors to the original Leheli Empire. They are known for their sneaky tactics and their insistence on the supremacy of the Afavi species.

Structure

The structure of the New Leheli Empire is very caste-based, similar to the original Empire. The caste list is as follows:

Emperor, Emperor’s family

Nobility and generals, local kings and queens

Ethites

Skilled orators

Unskilled orators (actors)/Artisans and tradesman

Slaves/Homeless/Criminals

As with the original empire, all non-citizen are considered by default to be one caste level below a citizen of the same profession. However, the barriers to “citizenship” for non-Afavi are notoriously difficult to overcome. Thus, non-citizen could very well be replaced with the term “non-Afavi”.

Public Agenda

The New Leheli Empire aims to rebuild the original Leheli Empire and restore it to its former glory (or at least their ideal of it...). To this end, they use spies, subterfuge, and guerrilla attacks in attempts to weaken enemy governments, especially the governments on Heli.

Assets

As a terrorist group, the NLE has no significant territory to its name. However, that does not stop it from being a threat, and many suspect that at least some of their continued attacks are out of a desperation to gain a significant amount of territory.  Despite their lack of territory, they seem to have quite a bit of funding, and at least one business has been outed as bankrolling them in exchange for them destabilizing a specific organization (see The Htan Scandal)
