Structure

The presumed leader of the Brotherhood is popularly known as the Masked Marquis, a mysterious figure whose reported appearance, race, and gender seem to change with every sighting. The little information on the Masked Marquis that has been gleaned from defecting members is steeped in ritualism; the person such deserters describe is more akin to an ideal than an individual being—a mythic persona who lesser thieves aspire to become through the act of stealing. The well-kept secret of the Masked Marquis’s identity and disparate or vague descriptions cause many to assert that the Masked Marquis is actually several people. Any goals the Masked Marquis has beyond profit are unknown outside the organization and, if the defectors are to be believed, perhaps even within the Brotherhood itself.

Public Agenda

The Brotherhood operates with the tacit sanction of Taldor’s government, as it is an open secret that nobles—and even the grand prince—occasionally commission the guild’s services. Targets are usually other nobles, though guild members are believed to have stolen from elemental lords, distant dragons’ hoards, and even divine servants. The full breadth of any secret agreements between the state and the Brotherhood is not known, but most nobles consider it common knowledge that the guild is not to be retaliated against unless the thief involved is caught in the act or causes physical harm; the crime is otherwise recognized as the responsibility of whoever commissioned the theft, rather than the particular thief or thieves who carried it out.

The organization owns a great deal of property and has chapter houses in most major cities.

Services

The Brotherhood provides many services. While they provide many simple services (ie. "reclamation" of objects, intelligence gathering, and blackmail), they also provide more unfavorable tasks (ie. framing, kidnapping, assassination). They provide all kinds of services, and being a guild that spans many cities across the Inner Sea, their services can be performed almost anywhere if the price is right.   List below are some of the common services. Services not list may be requested with a quote given. Base cost of the contract starts at the CR of the target character/group. The base cost is then modified by the service requested.   Intelligence (CR -1) - The guild will monitor the target without the knowledge of the target and report back the information gained. This service contains copies of original documents handed over to the contract originator. This service does not have a risk of failure. This is a common, non dangerous service, thus lowering the fee CR by 1   Blackmail (CR -1) - The guild will use documents provided by the contract originator to blackmail the target. This service can be added to the intelligence service. This service is common for the guild and thus lowers the fee CR by 1.   Reclamation - The guild will reclaim an item of particular value. The item can be replaced with an object supplied by the contract originator. The guild will keep the item "safe" until fenced off at 100% of the cost of the item. This service can only fail if the target does not have the object.   Framing - The guild will leave incriminating evidence behind at a crime. The CR of the framed creature is added to the CR of the crime target for cost of crime and framing. This service fails if original crime fails.   Kidnapping (CR +1) - The guild will kidnap a person. Due to needing to keep the target alive,and handle the target, the cost of kidnapping the target adds 1 to the CR on the fee schedule.   Assassination (CR +2) - The guild can kill a target for a price. This is a risky service and requires extra talent to be done right. The type of assassination can be set by the contract originator (public, private, secrete). The CR can be increased if target has substantial guards thus making him or her a harder target. This is determined during contract signing. The target will stay a target until killed even if target becomes aware and original public/private/secrete setting does not occur (unless stated by originator).
