The Polibureau of The Halfling Empire

His Imperial Majesty's Polibureau
The Polibureau is the second highest politically empowered institution in The Halfling Empire, answering only to the Emperor himself. The Polibureau is allowed to conduct surveillance on any citizen not in the Polibureau or the royal family. This organization is used by the Emperor to conduct surveillance on those that he deems to be threats to the stability of the empire and or the effectiveness of the military.
Members of the Polibureau are immune from prosecution while serving in the bureau, however upon leaving the Emperor can order the former member to be arrested by civil authorities and tried for his crimes. When this happens it normally ends in the "retirement" of the agent from polite society and his soon reappearance as a corpse floating in the Arcadian Salt lake.
