The Republic of Seknia

Structure

Seknia functions as a direct democracy within its 11 planets, which function with a fair amount of independence. Democracy on the nation-wide scale is indirect with representatives to vote on laws and legislation. Foreign policy and the military is controlled entirely by the national government.

Planetary Government

Each planet of Seknia is divided into regions and continents. Regions are the smallest divisions and have populations of around 20 million, with continents holding around 500 million.

Citizenry

The most integral body in Seknian democracy is the citizenry, which votes on any decrees, treaties, and laws put before them. They are also able to elect certain officials. Voting is an activity considered the duty of all Seknian citizens. Regions, continents, and the planetary governments function identically, with regions reporting to continents and continents reporting to the planetary government.

The Councils

Regional councils select volunteers through a lottery each year to fill its ranks. Volunteering is possible for any citizen, and 1000 people are chosen. From the 1000 council members, 10 chairmen are selected to preside over meetings. Their duties include preparing laws and decrees to be voted on, and overseeing the Pankria the ability to depose them and call another election. 40 regional council members are selected to represent their region on the continental council, and another 40 from the continental council are selected for the planetary council, which can have a variable amount of members.

The Pankria

The Pankria are elected positions that are elected by citizens every two years for the regional, continental and planetary scale. Elections function through a process of alternative voting with a large number of candidates. The candidate receiving the most votes becomes the Prime Pankria, who then appoints the next seven or eight candidates into various governmental positions: Treasury, Education, Health, Environment, Industry, Justice, Transport, Stellar Affairs (in the case of a planetary government), and Welfare. The Pankria also hold the ability to propose new decrees and laws that must be put before the Council before going to the Citizenry to vote on, and they also hold the power to veto any proposals from the council.

Interplanetary Government

While the more local areas of the Seknian government functions as a direct democracy, democracy on the national scale is more indirect. It relies on the representatives to vote on matters without being directly passed through the citizenry.

The Grand Chamber of Representation

The Grand Chamber of Representation comprises the members of all planetary councils, as well as the Planetary Pankria and their cabinet. Legislation and nationwide laws can be proposed and each member of the chamber receives one vote. Domestic legislation only requires a simple majority, while changes in foreign policy require a majority of 66%.

The Council of Konstance

Particularly distinguished and impressive citizens are given the opportunity to enter the council of Konstance. Successful scientists, businessmen, war heroes, or anyone who has received recognition for their actions is available to enter. Once an application is approved, entry must also be passed through the Grand Chamber before being appointed. The position is permanent once appointed, and can only be removed if they are convicted of a serious crime. This council votes on anything that passes through the Grand Chamber, and can vote on it to be passed into policy, with a regection meaning it is sent back to the Grand Chamber to be amended.

President

The President serves as the official head of state for Seknia, and is voted for by the Grand Chamber among the Prime Pankrias of all planets.They do not hold much official power, and mostly hold ceremonial roles. These include receiving foreign ambassadors, addressing the nation, and presiding over the various Seknian festivals.

History

Seknia first became capable of faster-than-light travel the year 1834 on the Gregorian calendar. They were able to use this new technology to find several planets in nearby systems capable of supporting their life. Their first contact with alien life was with the Miridin State, which was the start of some fairly cordial relations.   Tensions first began arising later when star systems holding planets suitable for Seknian life were being used by Maridin for the purpose of mining asteroids. It was also around this time that both states made contact with many other galactic nations which were members of the United Interplanetary States, which both states shortly joined.   The galactic community attempted to mediate the situation to little avail. In 1883, Seknia made the decision to send settlers to the planets of Maridin controlled systems. In the following months, Maridin besieged the planets and began attacking approaching ships. Despite their legal right to the area, the civilian casualties turned the galactic community against them, and they did not come to Maridin's aid when Seknia sent a task-force to safeguard their ships.   The dispute still exists to this day, with Seknia claiming the asteroids fall within the exclusive economic zone of the planet, while Maridin claiming that the fact that the planets were settled unlawfully makes those claims invalid.
