Xiobian's Tower

Xiobian's Tower is a tiny hamlet gruadually built up around the tower of a powerful mage called Xiobian. The tower attracts the energy from Storms of Achrann, so settlers were drawn here for the protection from the chaotic storm which that provides, as well as the deterrent the presence of a powerful mage offers to would-be attackers.
For some time, a bubble of energy surrounded Xiobian's Tower, rendering communication with its inhabitants entirely impossible. This was caused by an experiment ran by the Mage which channelled energy from the Storm of Achrann in order to attempt to control time. Time was frozen in an hour long loop for 17 years, until a group of adventurers including Bones, Arsenic, Boris, Silver, and Calisto entered the bubble and destroyed the experiment, causing the tower itself to collapse.
