Sengai
Sengai was originally founded in Year 70 as a penal colony for habitual offenders of Abbabas. Those sent there rarely lasted beyond a year, and this often included the guards sent with the prisoners.
From the time that Orcs and Humans lived in Abbabas as equals, there had been Half-Orcs. The Half-Orcs of Abbabas were regularly discriminated against in both the Human and Orc districts, neither race accepted them in their ranks. Starting in Year 181, Half-Orc leader Garroy Armas led 6 men to storm the home of the Orc alderman Ilgnar. The Half-Orcs took him hostage and requested an audience with the mayor, a human named Barnassas. Their one demand was non-voting representation on the racial council. Before the mayor could deny their request, the citywatch commander, Arless Aukbrey, ordered the home sealed and burned.
Arless was exiled to Sengai. The Orc population mourned the loss of its alderman but quietly approved of the action taken. The remaining Half-Orcs, a population of approximately 8,000 (the total population of Abbabas was upwards of 15 million), began a war of attrition against the city's government. For 9 years, the city regularly saw imports and exports raided, guards attacked, and government buildings burned. The human population blamed the orcs, believing the half-orcs to be their responsibility. In Year 190, a dwarf named Thicknack led a vigilante operation to capture the head of the Half-Orc army, a warchief known as Huld. Upon his capture, Huld was brought before the racial council and presented a ceasefire agreement. Give them Sengai and every Half-Orc in the city would leave willingly. The council accepted and the half-orc population evacuated the Abbabas within the year. For her efforts in ending the Half-Orc Campaign, Thicknack was appointed dwarven alderwoman and became mayor almost immediately afterwards.
The reality was that Huld approached Thicknack with the deal and she gratefully accepted. In exchange for getting her elected, Huld was promised total Half-Orc sovereignty over Sengai and that there would be no efforts by Abbabas to ever reclaim it.
Today, the half orcs are the only race with a maintained settlement in Boswon. Its chief export is reptile meat and heavy leather. Half-Orcs still exist across Scipio and plenty still face discrimination. Any half orc has the right to claim citizenship within the city and to live within its walls. There exists a robust public housing program for those seeking refuge, along with a jobs program and adventurers guild.
